The IIHS next generation battery of tests, slated for the 2017 model year, is expected to include the so-called "head missile" test, where a USAF AIM-9 Sidewinder missile is fired through the driver's side window of a stationary car, at head level for a typical 5'7" adult. After the impact, test dummies representing the driver and passengers are inspected for any evidence that would indicate risk of injury to actual humans.

In response to manufacturer objections that the planned test was unfair and "anti-industry," IIHS management has declared that the warheads used in testing will be decommissioned and replaced with concrete slugs, leaving only the kinetic impact effect of the 85 kg (188 lb) missile at Mach 2.5, the energy equivalent of approximately 14 kg (30 lb) of TNT.

IIHS insiders have complained about using this much weaker effect as a safety assessment. An employee memo obtained by Oppo sources decries the change as "watering down" the test, noting that "much of the fuel mass has burned off by the time of impact," leaving "substantially less energy transfer," perhaps as little as 20 equivalent pounds of TNT. A whistleblower within IIHS, wishing to remain anonymous, warned that even a car passing this "strictly kinetic" head missile test without harm to the driver or other occupants is not an indication of a safe car.
